Current beta behavior: The @Register for Event Custom Skill tool sends the configured event's registration link; it does not complete registration. The Custom Skills screen is your institution's instance-level catalog. Prebuilt templates and a shared template library are not currently available. In the Conditions tab, Availability contains the Channels and Schedule restrictions.
